The pitch of a sound is determined by the frequency of the air vibration. With different frequency, the organ of Corti that is stimulated is different.
The high pitch (frequency) sound vibrates the organ of Corti that is close to the oval (vestibular) window or the entrance/base of the cochlea. Meanwhile, the low pitch (frequency) sound vibrates the organ or Corti that is close to the tip of the cochlea.
