The pitch of a sound is determined by the frequency of the air vibration. With different frequency, the area of the organ of Corti that is stimulated is different.
High pitch (frequency) sound vibrates the organ of Corti that is close to the oval (vestibular) window or the entrance/base of the cochlea. Meanwhile, low pitch (frequency) sound vibrates the organ of Corti that is close to the tip of the cochlea.
