The carotid artery is one of the arteries to the brain.  Lowering of the oxygen level in it increases the firing of the oxygen receptor in the carotid body, which is carried to the brain by the glosso-pharyngeal nerve (number IX cranial nerve).  Also, elevation of the blood pressure increases the firing of the blood pressure receptor in the carotid body, which is also carried to the brain by the glosso-pharyngeal nerve (number IX cranial nerve).
