Cerebrum 'decides' to lift the hand, and electric signal (action potentials) is generated. For this electric signal (action potentials) to actually contract the muscles, it has to reach the muscles. Electric signal (action potentials) from the central nervous sytem reach the muscles via the motor nerves (efferent peripheral system).
