Cerebrum 'decides' to lift the hand, and an electric signal (action potential) is generated. For this electric signal (action potentials) to actually contract the muscles, it has to reach the muscles. Electric signals (action potentials) from the central nervous system reach the muscles via the motor nerves (efferent peripheral system).
